For years, the United States has been the dream destination for Indian students seeking global education and career opportunities. However, a growing number of young Indians are now looking toward Europe, attracted by affordable education, easier mobility pathways, and changing immigration policies in traditional destinations.
According to education consultants, interest in European universities is rising as higher costs, stricter visa rules, and changing immigration policies in countries such as the US, Australia, and the UK push students to explore alternatives, reported Reuters.
Europe’s Cost Advantage
A major factor driving this shift is affordability. European universities generally offer significantly lower tuition fees compared with American institutions. According to education consultants KC Overseas, tuition fees in Europe are typically 50% to 80% lower than in the United States, while living expenses are also often more manageable.
The European Union has increasingly positioned itself as a destination for international talent, especially from India. An EU official said Indian students contribute entrepreneurial energy, cultural diversity, and research strength to European campuses while strengthening EU-India ties in innovation, trade, and diplomacy.
More than 121,000 Indians currently study in European Union countries, around half the number studying in the United States. However, Europe’s popularity has been steadily increasing as students evaluate destinations based on career prospects, affordability, and quality of life.
India-EU Mobility Deal Boosts Interest
The India-EU trade agreement has further accelerated interest in Europe by creating clearer pathways for students and skilled workers. The mobility provisions aim to improve visa access, post-study work opportunities, and recognition of Indian qualifications.
Arnav Kumar, co-founder of study-abroad platform Leap, said the agreement represents a major shift. “For the first time, a major economic bloc is saying, ‘We want Indian talent at scale,’” he said.
India and the EU are expected to work over five years on social security agreements with member countries and establish support systems for Indian students and professionals. Kumar predicts student and worker movement between India and Europe could increase by 60% to 70% over the next three to five years.
Students Choosing Countries Based on Career Goals
Unlike earlier generations that often viewed the United States as the default choice, today’s students are increasingly selecting destinations based on their career ambitions.
Germany is becoming popular among engineering students because of its industrial ecosystem. The Netherlands attracts students interested in work-life balance and innovation. Portugal is gaining attention for affordable postgraduate research opportunities, while France remains a preferred destination for management studies.
The growing availability of English-language master’s programmes is also making Europe more accessible to international students.
Education consultancy Europe Study Centre reported a 25% to 30% increase in enquiries after the India-EU trade deal. Director Sivaraman Pandian described Europe as a “red-hot destination” for families concerned about rising costs and stricter immigration policies elsewhere.
Early Signs of a European Shift
Early enrolment numbers indicate that Europe’s appeal among Indian students is increasing.
In the Netherlands, Indian student enrolment rose to about 3,700 in the 2025/26 academic year from 2,630 in 2018/19, making Indians one of the largest non-EU student groups.
Eindhoven University of Technology recorded around 2,140 pre-enrolments from India for the upcoming academic year, compared with approximately 1,390 the previous year, the report added.
Italy’s University of Padua has also reported growing interest from Indian students, including from regions that traditionally sent large numbers of students to the United States.
Challenges Remain
Despite Europe’s growing popularity, challenges continue. Students and consultants warn that studying in Europe does not automatically guarantee employment.
“If somebody says you will get a job in this country, don’t blindly believe it. Just because you studied in that country, it does not entitle you to get a job,” said Pandian.
Students must develop relevant skills and adapt to local job markets. Other concerns include language barriers, housing shortages in cities such as Amsterdam, competition for employment, and the need for specialised expertise.
Some students have also raised concerns about changing political attitudes toward immigrants in parts of Europe, including the rise of far-right movements.
India’s overseas student outflow has declined, falling to about 626,000 in 2025 from more than 908,000 in 2023, according to government data. Rising costs and stricter visa policies have contributed to this decline.
As Europe continues to attract international talent to address labour shortages caused by an ageing population, Indian students may become an increasingly important part of the continent’s future workforce.
The shift of Indian students towards Europe, driven by factors like affordability and easier mobility pathways, may impact India-US relations by potentially reducing the flow of Indian talent to the US.
