The Uttar Pradesh government will release the Teaching and Learning Practices Survey (TLPS) Uttar Pradesh State Report 2025 this week as part of a state-level seminar that will bring together policymakers, education experts and teachers to discuss classroom reforms, learning outcomes and evidence-based policymaking in school education.

The one-day seminar is being organised by the state’s Basic Education Department in collaboration with the Language and Learning Foundation (LLF). Centred on the theme *’From Policy to Practice: A Dialogue’*, the event aims to examine how findings from the statewide survey can be translated into classroom practices and future education policy.

The seminar will be chaired by Additional Chief Secretary (Basic and Secondary Education) Partha Sarathi Sen Sharma and attended by senior government officials, education administrators, academic experts, State Resource Group (SRG) members, Academic Resource Persons (ARPs), Block Education Officers (BEOs), teachers and representatives of partner organisations.

A key highlight of the event will be the release of the TLPS Uttar Pradesh State Report 2025. According to the government, the report is based on a statewide study conducted under the Foundational Literacy and Numeracy (FLN) programme and is expected to provide insights into classroom teaching practices, student learning and areas requiring policy intervention.

Officials said the report’s findings and recommendations would be used to strengthen teaching-learning processes in government schools and guide future reforms under the state’s foundational literacy initiatives.

The discussions will focus on ten effective classroom teaching practices identified through the survey, besides strategies to bridge learning gaps among students. Participants will also deliberate on reforms based on findings from PARAKH, the national assessment regulator established under the National Education Policy (NEP), and ways to strengthen evidence-based decision-making within the school education system.

Another major focus area will be the roadmap for NIPUN Uttar Pradesh 2.0, with participants expected to discuss measures to improve foundational literacy and numeracy, enhance classroom engagement and strengthen teacher support systems.

National and State Award-winning teachers will share innovative classroom practices and teaching experiences during the seminar. Officials said the objective is to identify successful teaching models that can be adapted and replicated across schools in the state.

State Resource Group members, Academic Resource Persons, Block Education Officers and other academic leaders will also present field experiences from districts, highlighting initiatives that have improved student participation, learning levels and classroom outcomes. The government said these discussions are expected to contribute to a roadmap for scaling up effective teaching practices across Uttar Pradesh.

The seminar also comes as the state continues implementing key initiatives under the NIPUN Bharat Mission, including efforts to strengthen teacher capacity, promote activity-based learning, expand the use of digital learning resources and improve the quality of school education.

According to the government, the convergence of survey findings, classroom experiences and policy discussions is expected to help shape future reforms aimed at building a more outcome-oriented, evidence-based and child-centric education system across the state.
