Under the revised guidelines, universities already approved to offer two-year PG programmes in online or ODL mode can now introduce a one-year PG programme in the same subject.

The University Grants Commission (UGC) has announced a major decision for students pursuing higher education under the National Education Policy (NEP 2020). Eligible universities and higher education institutions (HEIs) will now be allowed to offer one-year postgraduate (PG) programmes through online and Open and Distance Learning (ODL) modes.
This move is expected to benefit students who are working or are unable to attend regular college. However, the UGC has clarified that this permission will not be extended to all universities, as institutions must meet specific eligibility criteria.
In a fresh circular, the UGC stated that this decision replaces its earlier notification issued on July 24. Under the revised guidelines, universities and HEIs already approved to offer two-year postgraduate programmes in online or ODL mode can now introduce a one-year postgraduate programme in the same subject. The objective is to implement the one-year PG model proposed under the National Education Policy 2020 through flexible learning modes.
Admission Only for Four-Year Honours Graduates
The Commission has also laid down clear eligibility criteria for admissions. Only students who have completed a four-year bachelor’s degree with honours will be eligible to enroll in the one-year postgraduate programme. Students holding a regular three-year bachelor’s degree will not qualify for direct admission.
MBA, MCA and PGDM Rules Remain Unchanged
The UGC has clarified that admission rules for professional programmes such as MBA, MCA, and PGDM will continue to be governed by their respective regulatory bodies. There are no changes to the existing eligibility or admission procedures for these courses.
Universities cannot launch a one-year PG programme without prior approval. Before introducing the course, institutions must obtain clearance from the appropriate academic bodies, including the Board of Studies, Academic Council, or other competent authorities. Only after these approvals can a new programme be started.
Universities have been instructed to ensure that the curriculum, study material, examination process, evaluation system, credit framework, and all academic arrangements for one-year PG programmes align with the UGC’s Online and Open and Distance Learning (ODL) regulations.
The goal is to ensure that students studying through online and distance modes receive education of the same standard as those attending regular classes.
