Following the tragic coaching centre incident in Old Rajinder Nagar in 2024, the Delhi government is planning sweeping reforms in the safety, supervision, and overall functioning of coaching institutes. The government has made it clear that coaching centres will no longer be assessed solely on academic performance; they will also have to strictly adhere to norms related to student safety, structural integrity of buildings, fire safety, and other essential standards. In this context, a high-level meeting was held on Wednesday at the Delhi Secretariat under the chairmanship of Education, Higher Education and Training, Technical Education and Urban Development Minister Ashish Sood.
Senior officials from several key departments attended the meeting to frame a new policy and security framework for coaching institutes. Participants included representatives from the MCD, Delhi Fire Service, Directorate of Higher Education, Delhi Police, Labour Department, Health Department, and Urban Development Department. The government has appointed the Director of Higher Education as the nodal officer for the entire policy-making process. He will serve as the coordinating authority among all concerned departments and supervise the finalisation of the new system.

This initiative arises from the tragic incident at a coaching institute in Old Rajinder Nagar in 2024, where several students lost their lives due to serious lapses involving flooding and unsafe basement conditions. The incident revealed severe deficiencies in safety arrangements, building compliance, and administrative oversight of coaching institutes in the capital. In its aftermath, there was a strong demand for a comprehensive review of the regulatory framework governing such institutes.
Following the incident, the Delhi High Court constituted a high-level committee headed by Justice (Retd.) R.K. Gauba to investigate the matter and recommend measures. In its report, the committee highlighted multiple structural and administrative weaknesses in coaching institutes. It underscored the need for stricter regulation, regular inspections, and clearly defined accountability mechanisms to protect students.
After the meeting, Minister Ashish Sood reaffirmed that the government is fully committed both to the proper functioning of coaching institutes and to ensuring student safety. He observed that, until now, different departments have conducted monitoring independently, but a unified educational and regulatory framework will now be created. The objective is to ensure effective oversight of coaching institutes and provide a secure environment for students.
