The Delhi government is reportedly preparing to introduce a new law, which, if implemented, will allow private educational institutions to become universities.

The Delhi government is exploring a proposal to allow private universities to be established and operate in the national capital, Education Minister Ashish Sood said on Friday, indicating that the move is aimed at addressing the long-standing demand for more higher education institutions in the city. A new law is being considered to create the legal framework required for private universities to set up campuses in the capital.
The Delhi government is reportedly preparing to introduce a new law, which, if implemented, will allow private educational institutions to become universities. The proposal represents a major shift in Delhi’s higher education policy, where students currently rely primarily on central, state and deemed universities.
Speaking to ANI, Sood said the government is working on a framework that would enable private universities to function in Delhi. “For a long time, there was a demand that private universities should be allowed to function in Delhi. The government is thinking of facilitating the operation of private universities in Delhi,” the minister said.
It is believed that the government may introduce the Private Universities Bill in the upcoming assembly session.
Delhi is home to some of India’s most prominent higher education institutions, including the University of Delhi, Jawaharlal Nehru University, Jamia Millia Islamia and Guru Gobind Singh Indraprastha University. Under the University Grants Commission (UGC) framework, regular universities are established through an Act of Parliament or a state legislature, while deemed-to-be universities are granted equivalent status by the government in recognition of their academic excellence.
The proposed legislation is expected to broaden higher education options for students by increasing the number of universities in the capital. It could also attract private investment into the education sector and help meet the growing demand for quality higher education in Delhi and neighbouring areas.
While confirming that the government is examining the proposal, Sood did not share details about the contents of the draft bill. The eligibility norms for setting up private universities, the regulatory structure and the oversight mechanism are yet to be outlined. More clarity is expected once the proposed legislation is finalised and placed in the public domain.
