Only 5.67% of schools in India currently provide education from Class 1 to Class 12 in the same institution, according to data presented by the Ministry of Education in the Rajya Sabha. Minister of State for Education Jayant Chaudhary shared these figures in response to a Rajya Sabha question about the availability of schools offering continuous education and how it affects student movement, retention and dropout rates, reported TimesNow.
The data shows that very few schools allow students to complete their entire school journey — from Class 1 to Class 12 — without changing schools. However, the government has reported that student transition and retention rates have improved across different levels of education.
As per the Ministry of Education, the transition rate from the preparatory stage to middle school increased from 92.2% in 2024-25 to 93.8% in 2025-26. Similarly, the transition rate from middle school to secondary education improved from 86.6% to 88.3% during the same period.
The retention rate at the secondary level also showed progress, increasing from 47.2% in 2024-25 to 51.9% in 2025-26. At the same time, the dropout rate at the secondary level declined from 8.2% to 7.0%.
The government also highlighted that between 2018-19 and 2026-27, a total of 1,617 schools were approved for upgrading from secondary schools to senior secondary schools, according to information shared with Parliament.
Rajasthan received approval for the highest number of upgrades with 606 schools, followed by Odisha with 331 and Punjab with 241. Uttar Pradesh had 98 schools approved for upgrades, while Assam and Karnataka had 47 and 43 respectively.
Several other states and Union Territories, including Chhattisgarh, Madhya Pradesh, Manipur, Meghalaya, Mizoram, Tripura, Jammu and Kashmir, Nagaland, Ladakh and Arunachal Pradesh, also received approvals for school upgrades.
The Ministry explained that states and Union Territories create yearly plans for improving and upgrading schools based on their specific needs. These proposals are then reviewed and approved according to the rules and funding guidelines of the programme.
The government also stated that Samagra Shiksha supports the goals of the National Education Policy (NEP) 2020. The scheme aims to improve access to quality education while creating inclusive classrooms that support students from different backgrounds, languages and learning levels.
