The Education Ministry has launched an internal probe into CBSE’s OSM system and the tender awarded to Coempt EduTeck, with accountability likely to be fixed at multiple levels.

Heads may roll at the Central Board of Secondary Education (CBSE) as the Ministry of Education has reportedly initiated an internal crackdown over alleged irregularities linked to the board’s controversial On-Screen Marking (OSM) system.

According to sources, the ministry has launched an internal inquiry into lapses in the evaluation process and is examining the tender awarded to Coempt EduTeck for the OSM project.

Officials said a detailed report has been sought from CBSE on the contract awarded to EduTeck, while documents related to the tender process have also been collected for review.

CBSE Chairman To Face Parliamentary Scrutiny

The development comes as the Parliamentary Standing Committee on Education prepares to review the implementation of the OSM system in Class 12 examinations.

Secretary from the Department of School Education and Literacy, along with the CBSE Chairman, have been summoned for a meeting to discuss concerns raised by students regarding the new evaluation mechanism.

The committee is scheduled to meet at 11 am on June 2 and assess concerns raised by students regarding the new evaluation mechanism.

The panel is also expected to review the implementation of the three-language formula in Classes 9 and 10.

Sources said the ministry is specifically examining allegations that tender conditions may have been altered in a manner that favoured the company.

The inquiry is also expected to look into shortcomings in the digital evaluation ecosystem and vulnerabilities that were highlighted by students and cybersecurity experts.

Ministry sources indicated that explanations submitted by CBSE so far regarding the tender process have not been found satisfactory.

As a result, accountability is likely to be fixed at multiple levels within the board, raising the possibility of disciplinary action against officials found responsible.

CBSE Under Fire Over OSM Controversy

The controversy centres around OSM, the digital evaluation mechanism introduced by CBSE this year for Class 12 board exams. Under the system, evaluators assessed scanned copies of answer sheets instead of physical answer books.

However, following the declaration of results, students across social media began alleging discrepancies in marking and answer-sheet evaluation.

Complaints ranged from unchecked answers and incorrect totals to blurred scans, missing pages and technical glitches while accessing answer sheets through the portal.

The scrutiny of the OSM system comes amid broader concerns surrounding major national examinations, including NEET-UG and CUET-UG.

With both parliamentary and ministerial reviews now underway, the focus has shifted to determining whether procedural lapses occurred in the award and implementation of the OSM contract and who, if anyone, should be held accountable.
